If you are pregnant

If I am pregnant, and the baby will not have insurance once born, can I apply for Healthy Families before the baby is born?

Pregnant mothers: 
You can apply for insurance up to three months before a baby is born. With your application, you will need to send a copy of a pregnancy certificate that shows the estimated date of delivery. If the application is complete and you are eligible, you will be notified in writing within 10 days of receiving your complete application.

The Housing Authority of the County of Tulare provides rental assistance to very low and moderate-income families, seniors and the handicapped throughout the county. 
Many different programs are offered, including the conventional public housing program, the housing choice voucher program, the farm labor program for families with farm labor income, senior housing programs, and other housing programs. We also own or manage some individual subsidized rental complexes that do not fall under the previous categories, and we have information about other affordable housing that is available in Tulare County.

HPRP - Homeless Prevention & Rapid Rehousing

Notes:
The Tulare County Homeless Prevention Program is a three year program that uses funds from the Homelessness Prevention and Rapid Re-Housing Program (HPRP) under the American Recovery and Reinvestment Act of 2009 (Recovery Act) to assist households throughout Tulare County who are at imminent risk of becoming homeless or who have been homeless for less than 90 days. 

Partner Agencies:

Partner agencies will provide eligible clients with case management. Case management consists of developing a success plan and budget to lead clients to self-sustainability.

Partner agencies will provide services to Tulare County as follows:

o	United Way of Tulare County is the lead organization responsible for grant management and pre-qualification screening of clients through 2-1-1. 

o	CSET will provide Homeless Prevention services to prevent people from becoming homeless. Services will be provided from their offices in Tulare, Porterville, Goshen, Cutler/Orosi, Earlimart and Pixley. 

o	The Center for Independent Living will provide Homeless Prevention and Rapid-Re-Housing services people with disabilities population in Tulare County.

o	Central California Family Crisis Center will provide Rapid Re-Housing services to clients in transitional housing within the Porterville area.

o	Aspiranet will provide Homeless Prevention and Rapid Re-Housing services to eligible emancipated youth (16-24) throughout Tulare County.

o	Visalia Rescue Mission will host Project Homeless Connect, a one stop event for the homeless to access services such as medical, legal, DMV and clothing at no cost. 
Who qualifies? 

To be eligible for assistance the household must be either homeless or at risk of homelessness and meet both of the following circumstances:
(1)	no appropriate subsequent housing options have been identified
(2)	the household lacks the financial resources and support networks needed to obtain immediate housing or remain in its existing housing.
