Strengthening Regional Connections: Highlights from the Kings/Tulare SRN Alliance Meeting
On October 27, community leaders and service providers from Kings and Tulare Counties gathered virtually for the monthly Smart Referral Network (SRN) Alliance Meeting, continuing their shared mission to build stronger, more connected communities through closed-loop referrals.
Tulare County SRN Update
Fedieson Landicho, SRN Coordinator for United Way of Tulare County, shared updates on the Tulare SRN system. Thanks to the support of United Way of Monterey County, Tulare County’s SRN account is now live and undergoing internal testing. Cross-county referrals between Kings and Tulare are already being piloted, with improvements underway to ensure accurate resource sorting and database syncing.
The Tulare team is focused on:
- Finalizing bug fixes 
- Training 211 staff 
- Preparing for a full launch 
- Exploring funding opportunities for future enhancements

Kings County SRN Update
Nanette Villarreal, Executive Director of Kings United Way, provided an update on Kings County’s SRN. While the county aimed for a full launch on October 1, a technical bug has delayed the rollout. The team is actively working with developers to resolve the issue.
Yvette Moreno, 211 Coordinator, continues to lead beta testing and training efforts. The team is recruiting for a new SRN Coordinator and welcomes community referrals for the position.
Spotlight on Community Partners
Self Help Enterprises
Janie Isidoro, Resident Services Manager, showcased the impactful work of Self Help Enterprises, which operates 64 multifamily housing sites across the Central Valley. Their services include:
- On-site health and wellness programs 
- Financial literacy and homeownership support 
- Clean water initiatives 
Janie expressed enthusiasm for integrating SRN into their workflow, envisioning it as a powerful tool to streamline referrals and expand access to services for residents.
Kings County Department of Public Health
Veronica Garcia, Program Manager, presented the county’s Home Visitation Programs, which support families from prenatal stages through age five. Using the “Parents as Teachers” curriculum, the program offers:
- Personalized home visits 
- Developmental screenings 
- Parent education 
- Resource referrals 
Veronica highlighted the potential of SRN to simplify referrals and enhance service coordination. The department is exploring ways to integrate its intake forms into the SRN platform for seamless data collection.
Feature Highlight: SRN Surveys
Fedieson introduced the Surveys Feature within SRN, which functions as a screening tool for program eligibility. The feature allows staff to:
- Conduct specialized intakes 
- Submit referrals to related agencies 
- Access the data related to those intakes 
This innovation promises to streamline workflows and improve service delivery.
Looking Ahead
The meeting concluded with a discussion on future agency spotlights and the importance of food resources amid rising prices and potential federal shutdowns. Attendees suggested inviting the Community Food Bank to a future meeting.
Project Food Box also shared updates, including the addition of medically tailored frozen meals to their offerings. A webinar was announced to introduce their new referral process.
