Join SRN Tulare County as a Nonprofit Referral Partner
Requirements
To join SRN Tulare County, organizations must provide a health or human service in Tulare County and align with the 211 Inclusion/Exclusion Criteria.
At this time, there is no cost for nonprofits to join the network.
Organizations that are not nonprofits—such as school districts or health systems—may participate in the SRN under a different cost structure. Our team can provide more details once you submit an SRN Partner Intake form.
How to participate
Step 1: Sign an SRN MOU with United Way of Tulare County
The SRN MOU is a shared agreement between partner organizations participating in the Smart Referral Network. It defines roles, responsibilities, and expectations for how agencies collaborate to send, receive, and follow up on referrals. The MOU also establishes standards for secure data sharing, client consent, and privacy—ensuring coordinated, compliant, and client-centered care across the network.

What is the Smart Referral Network?
The Smart Referral Network (SRN) is a “closed-loop referral software platform” where nonprofits, government agencies, and other service providers can send, receive, and track client referrals in one secure, shared space. Think of it as a GPS for social services; it replaces outdated paper lists and disconnected phone calls with a direct, digital pathway to care. Instead of just handing out a phone number, a provider using the SRN can make a direct, electronic referral to a partner organization. This ensures a warm handoff for the client and gives the provider confidence that the referral was sent and received.

The Kings and Tulare regional SRN Alliance brings together a network of partners to streamline referrals and improve service delivery across both counties.
