Kings-Tulare Smart Referral Network Alliance Meeting | June 18, 2026

Community partners from across Kings and Tulare Counties gathered on June 18, 2026, for the latest Smart Referral Network (SRN) Alliance Meeting. The virtual convening provided space for county updates, a partner presentation, and a live demonstration of SRN tools that support more coordinated, data-informed care. Together, partners explored new resources, shared updates, and strengthened cross-sector collaboration.

SRN Updates from Kings and Tulare Counties

The meeting opened with updates from both counties, highlighting continued growth and ongoing onboarding efforts.

Tulare County Update

Fedieson Landicho, Director of Data and Digital Strategy for United Way of Tulare County, shared that new partners continue to come online. Community Services Employment Training (CSET) recently signed its MOU and will be joining the network. In addition, Tulare Joint Union High School District has completed training and now has active users, primarily supporting referrals through its community schools program. These efforts reflect ongoing expansion into education-based settings and increased support for families through school-centered services.

Kings County Update

Maria Valdez, SRN Coordinator for Kings United Way, highlighted the onboarding of Omni Family Health, expanding opportunities for healthcare-related referrals within the network. She also shared updates to the Kings United Way SRN webpage, which now features participating partners and offers a clearer view of the network’s growth and collaboration across the county.

Partner Spotlight: Anthem Blue Cross

The featured partner spotlight was presented by Lori Olivero, Community Outreach Manager with Anthem Blue Cross Medi-Cal.

Lori provided an overview of Anthem’s community outreach and education efforts, which focus on helping both providers and community members better understand and utilize Medi-Cal benefits. Through participation in community events, trainings, and partner meetings, the Anthem team works to increase awareness of available services and improve access to care.

A key theme of the presentation was empowering clients through education, ensuring individuals can make informed decisions about their healthcare and fully utilize their benefits.

Highlighted services included:

  • Non-Emergency Medical Transportation
    Transportation is available to Medi-Cal members for medical appointments, pharmacy visits, and other covered services. Anthem has expanded this benefit to include access to food resources such as grocery stores, food banks, and distribution sites, helping address food insecurity alongside healthcare needs.

  • Telehealth Through LiveHealth Online
    Members have access to 24/7 virtual urgent care services, allowing them to connect with board-certified providers for non-emergency needs. Behavioral health services are also available, offering ongoing support for mental health with flexible scheduling options.

  • Care Coordination and Support Services
    Anthem provides access to case management, interpretation services, and specialized support teams to help members navigate the healthcare system and connect to appropriate services.

Lori emphasized the importance of partnerships in extending the reach of these services, noting that collaboration with community organizations is essential to ensuring members are aware of and able to access available resources.

SRN Spotlight: Economic Mobility Continuous Report

The meeting also featured a live demonstration of the Economic Mobility Continuous Report, a tool within the SRN designed to help partners assess client needs and track progress over time.

This reporting feature evaluates client stability across multiple life domains, including:

  • Employment

  • Income

  • Housing

  • Education and training

Clients are assessed along a spectrum ranging from crisis to thriving, allowing agencies to better understand their starting point and identify areas where additional support may be needed.

Partners saw how the report can:

  • Identify service gaps during intake

  • Guide referrals to appropriate resources

  • Track client progress over time

  • Visualize outcomes through graphs and summaries

By comparing reports across time periods, agencies can measure improvements, such as movement from vulnerable or crisis conditions toward stability and self-sufficiency. The tool also integrates with referral data, allowing partners to connect outcomes with the services provided through the SRN.

Partner Discussion and Questions

Following the demonstration, partners engaged in a discussion about reporting capabilities and workflow integration.

Key topics included:

  • Generating both individual and group-level reports

  • Exporting data into Excel for analysis and reporting

  • Tracking referral statuses such as pending, enrolled, declined, and closed

  • Reviewing referral history and documentation within the platform

These features were highlighted as valuable tools for supporting case management, improving accountability, and demonstrating program impact.

The June 18 SRN Alliance Meeting reinforced a shared commitment to strengthening coordination across systems and using data to better understand and respond to community needs. As new partners join the network and existing agencies continue to deepen their use of SRN tools, the system remains a critical resource for improving access to services and tracking meaningful outcomes.
